The desk is saying “this is too much work for me to go higher,” and to protect its components, it shuts off. I ended up ordering a control box from Uplift since they are both Jiecang (old controller box PN is JCB35N-110). I got the control box plugged in and was able to get the control switch to light up (it previously wasn't) and the desk to display RST and go down and up as part of the reset procedure.
