By completing the mission Globalization of Trade with the Embrace Free Trade government reform, the country gets the open ports mission branch. Completing the mission without that reform unlocks the closed ports mission branch.then it gains 5 mandate. If this country is the Emperor of China, then it gains 15 meritocracy. All provinces in up to 2 states containing a stated owned province of our culture: Gain province modifier “Dishonoring our Ancestry” for 10 years, giving the following effects: +8 Local unrest. +0.1 Monthly autonomy change.

Razing is VITAL in wc as it gives you mana points and reduces coring cost of the province, the tribal feud CB is very useful so you won't have to be wasting diplomats trying to covert action. One other note, you don't have to claim the mandate to form Qing.
