I think there are 2 screws on top, 2 on the bottom edge (by the transmission hump), 2 at the ash tray and 2 inside the ash tray opening. (going from memory here...) With that stuff removed, you can see the parking lamp relay back in there. It has a black plastic cover that pops off to access the relays.The fuse box is located under the right-hand side of the instrument panel.
