The tracking information might give this impression, if say a package received an acceptance scan, and then didn't receive a subsequent scan for many days, but the most recent scan is not indicative of where the package is, rather a historical snapshot of where ...

Call the shipper/business because until it gets an acceptance scan, USPS does not have it.When you file a case the computer system that USPS uses will automatically assign the case to the delivery office of the package. That’s why it doesn’t really help to do these cases. Unless something happened to your package once it got to the delivery office or while out for delivery. As to why a package might have been "marinating" could be understaffing, holiday related, weather related, maybe it just didn't get scanned, maybe the shipper didn't actually give it to the USPS in shippable form.
