It can run 30 FPS in shrines because shrines are less intensive. The open world is a lot more intensive, thus it's harder to keep a consistent 30 (for now). The YUZU team works pretty fast and they're very good. Cemu is more performant as it is built for an older console and so there has been more time to optimise it.
