This is the same fault as P0026 except P0026 is a fault with the passenger side Variable Valve Timing system and P0028 is for the driver side Variable Valve Timing system. I checked and it was VERY low. Nothing showing up on the dipstick. 3 quarts later and it showed just above the low line.
